A NEW SCHOOL
The first year in office, Paul was appointed to the site committee at the Walter T. Helms Middle School in San Pablo for the planning of the refurbishing of the old school. Not satisfied with the sound of that as the school is in deplorable state and not worth re-building, Paul asked the site committee members to start thinking 'new'. With the 'new' lingo in place, Paul then set out to convince the West Contra Coast School District to spend $20million more on a brand new school. He was successful, and all five board members voted to go ahead and build a new school on the sports field adjacent to the school. When completed, the old school will be demolished and new sports facilities will be built on the old building site, complete with a new running track.
All the remaining five district schools in San Pablo will be refurbished with two already open; Bayview Elementary and Riverside Elementary schools. With excellent reviews from students and parents are working hard to “get those scores up” – and they are succeeding! The new facilities are state-of-the art, bright and cheerful and conducive to achieving.

While serving on the Planning Commission, Paul made contact with people in East County who where looking for a site to build tax-credit senior housing in the immediate Bay Area. Paul suggested that there was such a property close to his home in San Pablo that he used as a “running yard” for his dog “Sunny” at the corner of Church Lane and San Pablo Avenue. He arranged a meeting with the representatives of the client that was interested in building the new housing and, as they say; the rest is history. The representative from Kaufman & Broad went before the Planning Commission following the initial process with the city planning and produced plans for a magnificent four-storey, 100-unit low rent, tax-credit building. Because the owners of a separate property on the corner refused to sell, there had to be a “design review” to scale the project back to 82 units. Being a tax-credit project, the process and the construction took all of four years and opened in 2004 as Monte Vista Senior Housing.
